Jubilee Housing
Home Ownership
Jubilee Housing is a program developed to encourage and support affordable, safe, and well maintained home ownership. Jubilee Housing services include home buying and ownership education, budget and credit counseling, foreclosure prevention, reverse mortgage counseling, housing development, and low interest loans for home repairs. Our target population are clients living in Kanawha, Boone, Putnam and Fayette counties who are at 80% or below of the area median income.

Jubilee Housing, implemented in 1995, has counseled over 1450 families and has helped over 410 families become first-time home owners. Working with a program counselor, each family or individual is able to resolve their unique issues and make home ownership a reality.
Jubilee Housing:
  • provides private counseling with individuals or families to resolve issues that may be obstacles to home ownership;
  • serves as a resource to families through both pre- and post-purchase education and counseling;
  • bridges the gap between financial and public institutions and citizens not familiar with their processes; and
  • works with traditional financial agencies and government agencies to make mortgages affordable.

Multi Family
Senior Housing Project of the RCCR Jubilee Housing has built a 48 unit senior housing project in St. Albans in Kanawha County. This beautiful 1 and 2 bedroom brick and vinyl facility is conveniently located on a 5 acre knoll just off of Route 60. Units are available for seniors who are 55 years of age or older. Jubilee Housing is a loan originator for the Housing Emergency Loan Program (HELP). HELP is a product of the West Virginia Housing Development Fund (WVHDF) that enables low and moderate income families to make health and safety repairs to their homes.
Loan Terms
  • Up to $7,500
  • Lien on the property
  • Taxes must be current
Who Qualifies
  • Households whose incomes are 80% or below of the area median income
  • Deed to property in your name
  • Affordability analysis only, NO credit check
What qualifies
  • Leaking roof
  • Leaking windows
  • Decayed floors
  • And more...
Elderly persons (62 years old or older) whose income does not exceed 30% of the area median income limit are eligible for 0% interest, deferred payment loan. The deferred payment loan would be due and payable upon death, sale or transfer.
